1. выдать, раздать кому что на руки (to deliver or distribute sth.) straight to s.o.:

- X выдал Y Z-y на руки{{}}≈ X handed Y to Z;

- X gave (handed) Y to Z directly.

     ♦ "Как с радиоактивным золотом?" - спросила она. "Все-таки обещают. Может быть, на днях дадут, - так же собранно и сумрачно говорил он. - Но ведь это, оказывается, не на руки, это ещё будут пересылать служебным порядком" (Солженицын 10). "How are things with the radioactive gold?" she asked. "They're making promises still. Perhaps they'll give it to us in the next few days." He was speaking in his usual intense, somber manner. "But it seems they don't give it to you directly, they have to send it through official channels" (10a).

2. получить на руки что to receive sth. and have it in one's possession:

- (have sth.) in (one's) hand;

- (get <receive> sth. from s.o.) in person.

     ♦ Она не заплатит ему ни копейки до тех пор, пока не получит ордер на руки (Трифонов 4). She wouldn't pay him a kopek until she had the order in her hand (4a).

3. отдать кого на руки кому obs, coll (to give a person over) into s.o.'s custody, keeping:

- X отдал Y-а на руки Z-y ≈ X entrusted Y to Z's care;

- X put Y in Z's charge.

     ♦ С пятилетнего возраста отдан я был на руки стремянному Савельичу, за трезвое поведение пожалованному мне в дядьки (Пушкин 2). At the age of five I was entrusted to the care of the groom Savelich, appointed to be my personal attendant in recognition of his sober conduct (2a).
